Scope and Objectives

This document provides mandatory policies and guidelines for Government of Rwanda websites at both Central Government and institutions, local government and embassies with the aim of making government websites user-centric, high quality, accessible and secure. Conformity with these guidelines will ensure a high degree of consistency and uniformity in the content coverage, presentation security and accessibility and promote excellence in implementation of government websites. Key objectives of these guidelines include:

• Ensure websites have consistent, complete and up to date content that is easy to access and understand.
• Ensure uniformity of websites across government of Rwanda institutions.
•  Ensure that websites are designed and implemented in line with current best practices to ensure quality and ease of maintenance.
• Ensure copyrighted information is identified and protected.
• Enable people with diverse impairments such as visual, auditory, physical and cognitive impairments to be able to access content for example by making it easy to be interpreted by assistive technologies.
• To secure the integrity and availability of the website and protect the institution from malicious attacks.
