Introduction

The Ministry of ICT and Innovation (MINICT) and the Rwanda Information Society Authority (RISA) are key implementers of the National Strategy for Transformation (NST2) and the National ICT Policy and Strategy. These strategies and policies put forward capacity development of public servants and citizens with set goals of training one million coders and 500,000 people on advanced ICT skills

This Skills Development guidelines was prepared in compliance with the Prime Minister’s Order n°151/03 of 10/06/2016 determines modalities for conducting training of public servants held inside or outside the country. This a handbook that provides the procedures for managing professional skills development training in the ICT Sector. It seeks to support the continuous growth of all employees in the ICT sector which includes IT Professionals, Support Staff, Head of Units and Executive staff. It aims to provide them with opportunities to enhance their skills, knowledge, and competencies. It ensures that the process for planning, applying, selecting, and participating in training programs is transparent, fair, and accessible to all staff members. The guidelines contributes to creating an environment of equal opportunity and professional growth. 

The guidelines are divided into several sections, covering the training needs assessment and planning, application process, selection criteria, orientation, training delivery, post-training evaluation, and continuous improvement. Each section provides clear guidelines to ensure that all employees have the necessary information and support to participate in skills development programs.

This guidelines document has been designed to provide all the necessary information for public servants on the different training opportunities that have been made available. The guidelines will provide a step-by-step approach on where to begin all the way through to completion of the courses that will have been selected by the individual.
